A lot of users have a home wiki. That wiki should be first displayed on Cross-wiki Notifications, then, if they are already on that wiki, the most recent Cross-wiki Notifications should be shown.

Somewhat related: https://gerrit.wikimedia.org/r/273569 orders the wikis in cross-wiki notifications by timestamp, whereas previously the order was more or less arbitrary (I think it was alphabetical by wiki name but I'm not sure).

Because we've sorted X-wiki notification groups now by reverse-chron order, this was deemed no longer necessary.
