Wikimedia uses "ImageMagick" to resize uploaded Images automatically. Despite we are encouraged to use IPTC data, IPTC Data cannot be handled by "ImageMagick" and get lost with resized images.
I like to recommend an alternate tool, which not only can handle 300 more Image formats but also can read, write and edit iPTC Data in Image files.

Could you explain / link where you are "encouraged" and link to an example of resizing an image? Please see https://www.mediawiki.org/wiki/How_to_report_a_bug for how to provide steps to reproduce.
Regarding xnview: xnview is not free software and hence cannot be used on Wikimedia servers.
NConvert is provided as FREEWARE (NO Adware, NO Spyware) for private or educational use (including non-profit organizations).
As I entered for the competition "Wiki Loves Earth" on the Austrian site, it was mentioned to be appropriate.
Anyway I do not like to give away works of mine without IPTC entries. Users must know, that I gave it away by CC-BY-SA. It´s specially important for an an internationally copyright registered artist (my labels are Johann Potakowskyj and j.t.a pokowskyj ) This makes registering works of mine with Creative Commons license notably required when I like to give them away for free.

Regarding the missing copyright data, could you provide clear steps to reproduce, step by step, how you are "encouraged to use IPTC data" and link to an example of resizing an image where that IPTC data got stripped?

I just had troubles to login to this section ...
I cannot fabricate a sample page myself, but I shall ask around.
Maybe this matter was discussed something like seven years ago. As we have to admit it's still not solved.
The list of needed data is to long indeed. Photographers, who care for all that, have their IPTC data already included and not changing IPTC data is be fine for them.
I like to suggest to offer the input of name, copyright, ownership and comments, the pictures name, credits, date, location, reference location.
