Phlogiston can categorize tasks according to single project ID.

Description

Currently Phlogiston can categorize tasks according to a text string match (based on category task title, projectcolumn title, or project title), or on a pair of project IDs. It should not be difficult to match on a single project ID instead.

This was implemented as the ProjectByID rule. I also changed ProjectColumn and ParentTask rules to use ID instead of name, so they are consistent with this approach.

Works with ProjectColumn hack (blank matchstring), which is fine, willing to bet it works with ProjectByID, too
