Misleading sentence on "Special:UserRights"

I don't have administrator rights on Wikipedia, but yet I see the following sentence when viewing someone's rights on [[Special:UserRights]]:

Changing user rights of user X

This sentence is misleading when viewed by non-sysop users, because they cannot CHANGE the rights. They can just view them.

Therefore, I think this sentence should not appear when a non-sysop user views the User Rights special page.

Event Timeline

Previously that page was only avalaible to those who could change user permissions. Not sure why it is now visible for everyone else when they can get the same information querying the Special:Log/rights for that user.

It's from T27319. It never made much sense to completely hide the page. But I guess this text was missed in that patch.
