Description

When adding a new section to a page (e.g., https://en.wikipedia.org/wiki/User:Whatamidoing_(WMF)/sandbox?veaction=editsource&section=new ), it's not possible to add a link within the original section heading or to use any other features from the toolbar. This means that most editors will be unable to add a section heading such as this one:

The section header here appears to be a separate input rather than a surface. Maybe we can reuse some tricks from the ProofreadPage integration?

I considered that - although it might be more hassle that it's worth. As formatting is usually discouraged inside titles, the need for this is already an edge case.
