I have observed this strange behaviour on some of my edits and do not think this always has been the case. I have this issue at least on wikidatawiki and metawiki, but I presume this is not an issue restricted to Wikimedia wikis.

Is this about the classic wikitext editor? What does "no longer updates" mean? That the time stamp is from the past? Already when previewing? Or only when saving? That the preview itself somehow does not update?

Steps: 1) Go to wikitext editor, 2) put --~~~~ in, 3) click preview, 4) wait a minute, 5) save the edit.
Result: Timestamp shows the time when the edit has been previewed instead of the time when the edit has been saved.
