Related to T175341 and T175876

I updated the initial config documentation for the scs servers: https://wikitech.wikimedia.org/wiki/Platform-specific_documentation/Opengear_Serial_Consoles#Initial_Setup
It would be great to review our current config across the devices and update what needs to be. Eg. telnet, syslog, ntp, dns, snmp, etc...

The rancid user part can be ignored as it's already configured for all devices

Hey, I've done that long ago.

All are also in LibreNMS and Rancid.

I re-audited their config and only ulsfo had telnet enabled.

We're all good here.
