en_rtl is in the table of projects. Under "other projects" there's en-rtl. Probably all that's needed is to swap the underscore with a dash in the langlist-labs file at the top of the mediawiki/config repo. Thus tagging as good first task.

https://en-rtl.wikipedia.beta.wmflabs.org/wiki/Special:SiteMatrix shows the name.
It appears we were defining $wgExtraLanguageNames to include en-rtl only on en_rtlwiki itself.
https://gerrit.wikimedia.org/r/#/c/operations/mediawiki-config/+/443475 assigns a name everywhere in labs, since the SiteMatrix of all those hosts will include an entry for en-rtl.

Hmm en-rtl seems to have its name missing in https://wikidata.beta.wmflabs.org/wiki/Special:SiteMatrix. Did the patch (https://gerrit.wikimedia.org/r/#/c/443475) apply only to deployment.wikimedia.beta.wmflabs.org?
