Dispatching of Wikidata changes to clients sometimes stucks

Description

In the English Wikipedia RfC regarding Wikidata use in infoboxes, there are a couple of reports where Wikipedia pages have not been properly updated again after label-vandalism was reverted at Wikidata (section link to en:Wikipedia:Wikidata/2018_Infobox_RfC with examples). This resulted in a situation where bad labels were visible for a couple of days in infoboxes. I was able remove all bad labels from enwiki by performing null-edits to all affected pages, but this is not a viable solution for this problem. Wikidata edits, and reverts in particular, should always trigger all clients to update all affected pages.

Seems to be a problem inside Wikidata as well:

  • Q280658 was vandalized on June 14 (diff)
  • Vandalism was reverted two days later (diff)
  • Vandalized label still shows up in items on June 22, e.g. Q119349#P413 (claim P413: “position played on team / speciality”)
