ResourceLoaderImageModule should be able to pull colours from core themes by name

Description

Currently we duplicate colour definitions across repos (e.g. progressive=#36c) which is obviously not great.

Ideally these would be defined centrally.

Sounds good to me, and patch welcome. However, I think we should make it re-use the standard variables we'll provide via T112747, instead of introducing another component to the system.
