@Nikerabbit has removed languages with only few messages translated, including ko-kp, in January 2017 (See the commit). I think it is time to reconsider about it and the statistics may help.
If there are meaningful differences between ko and ko-kp, then maybe should be in always-export-languages and not in no-export-languages, but I'd love to hear a confirmation from someone who actually knows the differences between Korean varieties.
ko-kp was added in T21809: Remove North Korean calendar in MessagesKo.php and as pointed out above, there exists considerable amount of translation. I think it makes sense to remove ko-kp from no-export-languages. Then there is the follow-up question whether it should be enabled in translation for the first place or not. https://en.wikipedia.org/wiki/North%E2%80%93South_differences_in_the_Korean_language seems to indicate that there are differences.
