Thanks for your message. As your reply in the Village pump says, it seems the purpose of local uploads in your wiki is to upload files that are free under local law, but aren't free under U.S. law. That seems to violate the licensing policy, which says that an EDP must be in accordance with both local and U.S. law.

We note the example of the French Wikisource, which according to m:Non-free content has local uploads, does have an EDP, and has media that is free according to copyright law in Francophone jurisdictions though not according to copyright law in the United States. We contend that Bengali Wikisource operates under the same circumstances (though, of course, with respect to the copyright laws of India and Bangladesh, the primary target countries for the site) and that the local uploading capability should be retained on both sites.

Zh-classical wikipedia don't need local updates.
