Have received good feedback from André. Ready to share with WMF for consultation, but would suggest we wait until we are in full and clear agreement on the product priorities.

Product Plan, version 0.3, https://docs.google.com/document/d/10JFfEL2VLdZONlVcMlTbtUOrJSjb3DnBUldogsz0wm0/edit?usp=sharing contains a suggested development process. It has been reviewed by @Lokal_Profil but not discussed with @Jopparn or WMF.
