This does not seem right. https://phabricator.wikimedia.org/transactions/editengine/transactions.editengine.config/view/101/ is the form that I received, instead of the expected https://phabricator.wikimedia.org/transactions/editengine/transactions.editengine.config/view/5/.
I can confirm this problem. Somehow https://phabricator.wikimedia.org/transactions/editengine/transactions.editengine.config/view/106/ does not exist.
I cannot even find where that IMPORTANT: Please remember, no donor PII string comes from; doesn't seem to be the preamble itself either
That comes from the form for edit forms:

There shouldn't be more than one of these: https://phabricator.wikimedia.org/transactions/editengine/transactions.editengine.config/
