Description

List of steps to reproduce (step by step, including full links if applicable):
Open Wikidata in any item and look at the language fallback order.

What happens?:
For years I used to have my language fallback order for Wikidata set as en, pt, es, fr. For some unknown reason, for some weeks it has been showing as en, ca, pt, es, which is quite annoying as it doesn't make any sense for me to have Catalan there:

This is how the language fall back for me appears:

I've been told to use the {{#babel: }} dirty fix on my User Page to remediate it:

and it apparently worked:

However, the actual results were even worse, with Portuguese, my native language, completely disappearing from there:

I've tested it before using babel on meta, the results were the same.
What should have happened instead?:
Language fallback should be en (my choice at preferences), followed by pt, es, fr - as it used to be.
