User story: As a program manager, I want to have more flexibility when selecting projects which have sub-projects to determine if those are included or not, so that I can focus on specific tasks without others creating noise in the data.

For example, Section Translation (SX) is a sub-project of Content Translation (CX), and would be great to be able to focus on the maintenance tasks for CX without the SX getting in the way.
