Filing a task to keep track of comments in this patch.

Ideally, I would like to have replaced this with a tutorial that introduces templating, parser functions, and Lua scripting, but I wasn't able to find one, nor was I able to find something that could be modified to fit this need. (The closest thing I found was https://en.wikipedia.org/wiki/Help:Conditional_expressions.) Without this kind of introduction, I hesitate to drop users into the Lua reference docs or any wiki-specific index of the Module namespace. I suggest prioritizing creating this content separately from the Dev Portal.
