Unhandled Exception ("Exception") is a very generic message. I am guessing the issue is due to the video file size exceeding the limit. It is apparently set to 4MB. It is likely a duplicate of T155130: Unclear error message when uploading a larger attachment: "Exception: No configured storage engine can store this file." and see also T283620: Increase video upload size limit on Phabricator.
