What happens?:
ReFill2 inserts random string, beginning with RF, between ref tag and citation:
<ref>RFLc0LFR{{Cite web|url=http://www.kingcounty.gov/depts/elections/elections/past-elections.aspx|title=Past elections - King County}}</ref>
<ref>RFLe2LFRhttps://www5.kingcounty.gov/sdc/Metadata.aspx?Layer=urban_growth</ref>

Ran reFill2 on https://en.wikipedia.org/wiki/Adams_County,_Pennsylvania and same problem happened.

What should have happened instead?:
Tool adding a useless string after the opening ref tag should not happen.

I didn't realize that, KylieTastic; I stopped at the results page because of the weirdness.

Making this change resolved the addition (for that link):
