After https://gerrit.wikimedia.org/r/c/mediawiki/core/+/867732 the HistoryTools hook now runs in contributions page, recent changes and watchlist as well as the history page.
It should be renamed to ChangeTools to match the new name in I76b8e78a018e6624191b606d6e1b4139c2871e6a
