Help panel: Add support to interact with LLM chatbot based on Wikipedia help pages

Description

Following up from T270523: FAQ before asking questions, this task proposes:

  • A service (Kubernetes eventually; WCMS or using proprietary service for proof-of-concept?) that hosts a LLM chatbot that has NS_PROJECT namespace content as its corpus
  • An entry point in the GrowthExperiments help panel for interfacing with the above service

The idea would be to reduce repetitive work for mentors who receive questions via the help panel from Special:Homepage or while a user is editing.

Event Timeline

One thing to be mindful of is that NS_PROJECT includes discussion pages (village pumps, article deletion discussions, RfCs, nominations for advanced permissions etc) and those are not very useful for chatbot answers (with the exception of specifically help-focused pages like the teahouse or the help desk) and often quite toxic.
