Indicate that some country data are unavailable on Wikistats

Description

In Russian Wikipedia there are numerous concerns over how Wikistats currently doesn’t show that the statistics on editor numbers etc. do not include data from Russia, Belarus, Kazakhstan etc. (countries from Country protection list), instead just not showing anything. Wikistats interface should indicate this better because it makes it seem like there are no editors from those countries in Wikipedia at all, which is not the case (and has some nasty accusations thrown at Russian Wikipedia from some nationalist [off-wiki] corners that it is just edited by ‘outsiders’ or something). There should be indicators that some data is removed because of privacy concerns in every data presentation mode.

(The best way would be to only indicate the countries that there are actual editors in as e. g. ‘Russia: Private’, but I can understand that even this would have some privacy implications.)

@lbowmaker: given your move of both this task (that requires less work) and T333716 to ‘icebox’, can you clarify what is going to be your team’s response to Meta RfC mentioned above and how long should Russian Wikipedia community wait for that response? I note again that this is a problem that continuously sows confusion and disinformation among non-Wikimedians in Russian social/news media, so the fact that you don’t want to give this issue any priority is alarming.

I'm really sorry this didn't get through the pipeline sooner, someone only told me about the issue last week. Had I known sooner I would have made the fix sooner. We are going to bring this up in our retro.
