Wikimedia mobile applications functions that require to login should not be available if mobile IP is blocked

Description

Wikimedia mobile applications offer users some functions that require them to have an account and to login. Eg. synchronizing some lists of pages the user has read.
In some countries most mobile network IP addresses are range-blocked (often for 1 year or longer) due to multiple vandalisms by some users of these networks, not allowing users to create an account. Selective IP address blocking is pointless in such cases as the mobile network administrators decided to assign IP addreses to users dynamically, and so the users (vandals) could easily change their IP address if blocked.

My suggestion is that the application should not offer functions that require users to login while the users are not logged in and while their IP address is blocked.

Current state of the application generates bad PR for the application itself among their users as it offers functions that is not available and the reason why they are not available is not well explained.
This also generates extra traffic about "not justified blocks" in VRTS that cannot be easily handled.
