Plan:

wait for all timers to run so all data is up to date on wikistats-bookworm (MONDAY)
announce -new so people can check somewhere
add a wikistats-old proxy pointing to wikistats-bullseye
switch wikistats proxy from -bullseye to -bookworm (TUESDAY 6PM UTC)
announce switch in same place
shut off wikistats-old (AFTER)
