As we're getting close to wrapping up the IRS MTP on beta, we need to have a plan on how we're going to engage with the community and ask for feedback

Acceptance criteria

• We have a document that lays out our engagement strategy, including:
• Goals and OKRs
• List of groups that we're going to engage with
• Timelines for community engagement and feedback cycle
• Drafts of the messages to be sent
