As a community contributor with an account, I might be on another device where I'm logged out, and needing to just quickly look at the contents of a form. For security reasons (maybe I'm on a public computer) and for ease of use, I want to be able to view the form when logged out.

As an anonymous user, being able to see a preview of a form may motivate me to create an account in order to submit it.
