We previously had a vrts instance in devtools, but it's unclear whether it's working or not. Either way, it's probably quite an old version.

Since our other test instance has been decommissioned, we should bring this back even in a basic form and make sure it's in line with what our current version is (i.e., focus on getting the DB and web interface brought up, we can worry about mail ingress later)
