Current Situation:
Changes happened through T358475: Replace dockerhub roti4wmde account with generic one needs to be backported to all the release branches

Goal:
We want to publish the next released images with the dockerhub generic credentials

Acceptance Criteria:

changes from are backported onto mw-1.41 release branch
