Description

Due to security concerns, the community has reached a consensus to make a configuration change that would disable the ability for IP users to create pages in the "Module" and "Template" namespaces on the Bosnian WIkipedia.

If you want only to prevent IPs from only create (but not edit) pages in some specific namespaces, there are no native way in MediaWiki to do that (see T249401: New configuration setting for user rights to create pages in a specific namespace}, so you need to use AbuseFilter.
