Goals:

• guidelines suitable for an hackaton, but also to external consultants
• hackaton: indicate available WMF tools, onboarding, etc. in an easy way
• external consultants: give minimum goals, in terms of security guidelines, licensing, internationalization, community expectations, documentation (team documentation, sysadmin documentation, app documentation, production documentation, backup documentation, disaster recovery documentation, etc.)
