Template editor should allow rich/wysiwig/visual editing for content

Ran into this trying to switch the quote formatting on https://en.wikipedia.org/wiki/1924_vote_of_no_confidence_against_the_government_of_Stanley_Baldwin?veaction=edit to use {{quote}}

Many templates such as [[Template:Quote]] are basically wrappers around some additional wikitext.

The template content editor is not wysiwig, and seems to contain a plain text box. This means that any formatting is lost when cut-and-pasting text from the main document into the template's content.

If another rich editor were embedded here, we should be able to paste in things with links, references, etc.
