Wikibugs-l was deleted because I don't remember adding it, but I added back.

• Download an extension from a central repository
• Enable an extension
• Disable extensions
• Specify MediaWiki version to be compatible with
• Update if possible
• Interact with via Web UI
• Recognize customizations and warn on overwrite
• Configure an extension
• Allow manual installation
• Do not impair performance
