Have the References list tool insert a general references list (99% action), rather than stopping to ask the user about which group to use

Description

Current workflow:

  1. Place cursor.
  1. Insert > References list
  1. Click on the "Insert references list" button (because I almost never want to define the ref group).

Desired workflow:

  1. Place cursor.
  1. Insert > References list
  1. All done! I can go back and edit the existing References list (by selecting the ref list tag and going to Insert > References list) if I really need to.

Why not? "Because I almost never want to define the ref group". Every time I add <references />, I'm spending two seconds and an extra mouse click to bypass something that I might want to do in maybe one out of a thousand uses. That's a lot of extra time and clicking to *not* do something special.

For bonus points, you could keep the "What group do you want?" interruption if there is already a plain <references /> tag on the page. But I don't know what the costs are, and the benefit would be low.
