Description:
Since there is algorithm available to inform who is the only contributors upon
page deletion, please provide way to send message to the only contributor right
after deletion.

Message sent to the only contributor can be selected from list of templates
(same as license selection method upon file upload).

Please see image attached.

Suggest waiting until after T233987: Convert deletion from action page to new `Special:Delete` to add the new field, if this is still relevant

I'm thinking this is something that can be handled by twinkle or AWB. But it will be nice if the feature could be provided to all admins.
