chapter: interwiki redirects to invalid subdomains like en.wikimedia.org

Description

On any wiki without a matching chapter wiki, [[chapter:foo]] creates invalid links.

e.g. on it.wp, [[chapter:foo]] creates a valid link to subdomain https://it.wikimedia.org (which redirects to a different site)

however on en.wp, it creates an invalid link to subdomain https://en.wikimedia.org/wiki/foo , which is server not found!

https://en.wikipedia.org/w/api.php?action=query&meta=siteinfo&siprop=interwikimap and https://meta.wikimedia.org/wiki/Special:Interwiki has an entry:

chapter //en.wikimedia.org/wiki/$1 yes

@TTO, I think this is a different problem to T26442/T22061 .

In both of those , you recommend deprecating 'chapter:' , and I couldnt agree more. But that has not happened.

Worse than that, 'chapter:' exists on every WMF wiki, even when it is completely inappropriate and illogical. <- This should be easy to fix by changing dumpInterwiki.php and friends, and this is what this task is about.

If for some bizarre reason we must have 'chapter:' , even on Meta, Outreach, English Wikipedia, Commons, it should point to meta by default.

Seems like exactly the same issue as T22061 to me.

In any case, it would be good to use this issue to track the removal of chapter: on wikis where it does not work. chapter: is quite heavily used on Polish projects in particular, so it can't just be removed altogether.
