Should they be merged in one project called simply "Labs"?
Wikimedia-Labs-General is for issues surrounding setup of Wikimedia Labs projects, while #Wikimedia-Labs-Other is for issues in projects hosted in Wikimedia Labs. I. e., if you want to set up a Labs project QgilLabsProject and encounter problems doing that, you file them in Wikimedia-Labs-General, if the users of your project encounter problems with your project, they file them in #Wikimedia-Labs-Other (if there is no related Phabricator project or talk page or …).
