Allow Babel extension to work on outreach.wm (set $wgBabelCategoryNames)

Description

The Babel extension is turned on for Outreach but for some reason, $wgBabelCategoryNames is set to false. I use Babel on my userpage to indicate my language levels rather than the templates and other users might as well. On an interlingual and collaborative wiki like this one, it's valuable to connect users of different languages as easily as possible.
