Page history time stamp inconsistency after DST start: Incorrect time shown when using default time zone

Description

As reported on dewiki, the page history of the Leonardo DiCaprio article got mixed up after clock change (CET to CEST).

See commons:File:WP-Fehler-Zeitumstellungsucks-DiCaprio-History.png (edits from 29 Mar 2015‎).

I can reproduce this when logged out. After logging in (using timezone Berlin), the edits are 01:58, 29. Mär. 2015‎ and 03:00, 29. Mär. 2015‎ which is correct.

The problem still exists for anonymous user:

When I'm logged in I see the same timestamps in the diff and in the history. When I log out the first entry has a timestamp of 25. Oktober 2015, 01:37 Uhr.

The wrong time (plus two hours) is also shown to logged-in users when they have chosen Use wiki default („Standardzeit dieses Wikis nutzen (Europa/Berlin)“, MediaWiki:Timezoneuseserverdefault) in their user settings.
