Steps to reproduce: 1. (while logged out of Wikipedia) Go to dashboard-testing.wikiedu.org 2. Click "Login", which send you to en.wikipedia.org for OAuth authorization 3. Create a new account 4. Get an E008 error 5. Log out and log back in. 6. Try to authorize the app again, and it works
