Change Details

Once CodexHTMLForm is built out enough (see T359011), we should be able to change `SpecialBlock::getDisplayFormat()` to return `'codex'` instead of `'ooui'`, and have everything work using Codex CSS-only components. [x] Switch SpecialBlock from ooui to codex [ ] Set per-option labels for the EditingRestriction options (once T359019 is done)
