According to https://gerrit.wikimedia.org/r/c/mediawiki/extensions/CentralAuth/+/769847 on production we have some `localuser` rows with `lu_local_id=0`, those should be fixed or removed as local user id 0 is a logged out user and those really should not be attached to CA accounts.
