I'm not sure how did it happen or how to reproduce it, but reporting just in case:

It probably shouldn't have happened—I can't think of a reason for them to appear in articles.
The edit happens to be vandalism, and it was reverted because of other content problems. I don't know of a way to input these characters from mobile keyboards, so I guess that it's a bug in MobileFrontend or in the mobile browser that the editor used.

Both edits are tagged as "Mobile edit, Mobile web edit, Visual edit", so tagging both VE and MobileFrontend. (The Hebrew Wikipedia edit also has a "nowiki" tag, which is inserted by a local AbuseFilter.)
