**Background**
There are a number of error messages and notices that need to be presented better and/or earlier in the workflow. This task serves as an epic for that effort. Some tasks are tasks that iOS can work on, others are tasks that require support from other teams. The contents of this epic focuses on the order in which tasks should be picked up by iOS. The tasks in the task tree not referenced here should give people an idea of other tasks that will fix systemic issues that must be prioritized and completed by a service team.
