GET/HEAD requests to MediaWiki should avoid doing DB writes, which happens in a few spots (protected title purges, cascading protection updates, PageTriage updating prefs on view). Such updates should be enqueued in jobs instead. In the multi-DC active/warm case, a local job queue that enqueues to the primary could be used.
