When CS configuration is updated, if the wiki supports both 'unfit' and 'bot: unknown' url-status, prioritize placement so 'bot: unknown' comes first in the list. So the bot defaults to 'bot: unknown' when it doesn't know the status.

If future wikis use a localized string like 'bot: foofoo' then it will still work because the match can be on anything 'bot: *' where the 'bot:' portion is required but the part after the colon is free form.
