Patch without arc

git checkout -b D238 && curl -L https://phabricator.wikimedia.org/D238?download=true | git apply

Summary

Allows us to have the link like
https://phabricator.wikimedia.org/r/history/mediawiki/extensions/WikimediaDownload;refs/heads/master

Will make it easy to migrate template Template:WikimediaDownload to use
phabricator links since we wont need to add the callsigns manually on
mediawiki and through phabricator/extensions repo.
