Perhaps T118517: [RFC] Use <figure> for media and/or T118520: Use <figure-inline> instead of <span> for inline figures. would be appropriate. There are IE8-specific considerations, so it might be worthwhile to do these at the same time we deprecate JavaScript (in general ) for IE8 (scheduled for January).
