Confusing switch between two different actions in same place from one screen to another: “Review your changes” vs “Return to save form”

Has this overflow misplacement already been filed in a task?

In contrast to keyboard, our toolbar is taking up relatively too much space. Filed T209015 for it

The switch from primary to non-primary is confusing.
