The steps proposed look reasonable in general, although I would consider:
- Avoiding the last one about language selection filters.
- In addition to mentioning the possibility of selecting from the given suggestions, we may want to mention the possibility of picking your own article.
- I wonder also if we want to anticipate where translations will be, or wait and show it again once translations are there (which would be more along the lines of introducing the new space and telling them that suggestions are still available).
I like how the secondary elements are dimmed to center the attention on the relevant ones in each step.
I'll add some more detail notes on the mockups about trying to make it even more compact and visual as described in these principles for tutorials.

I would like to avoid the concept of "draft". Those are just "translations" or "current/ongoing/in-progress translations" if you will.
The concept of "draft" may be confusing and adds unnecessary states to the user mental model:
- Content under the draft namespace, and content at the user namespace, is often referred to as drafts already.
- For the case of Content Translation, users just work on translations that turn into regular Wikipedia pages once they are published.
The cup logo is a bit informal.
For T89701: Ask users to try the ContentTranslation beta feature when creating an article we used the globe and arrow icon.

If you want to recreate the animation with CSS you may need the separate parts used:
