These languages were selected because they were at 100% translation at some point in the month of February, 2015. The previous updates were nearly two years old and there is too much outdated information to send them. At least one translator was contacted for each of the languages already translated.
I will continue to add/update languages as possible until the message is sent within the next day or so.
The language order in the message is unimportant and auto-generated by lua script.

@Nemo_bis as of right now it's just going to say TEMPLATE:UGLYREDWIKI. This message was designed a couple of years ago (as you know) and a suitable replacement hasn't been put in and I have been unable to come up with one. Do you have a suggestion for replacement?
Edit: On first glance I'm not seeing anything practical in magic words.
AFAIK the on-wiki message was "designed" to be delivered by a maintenance script, hence the weird variables. Yes, it should have been a (series of) system message(s) instead...
@Nemo_bis right right, and here we are two years later... :)
Anyway, Legoktm confirmed that he'll be a able to substitute the {{WIKI}} variable with the appropriate project tag.
